I would tend to think that China is overstepping it's borders. The South China Sea has had it's borders extended by China as it looks for territories to exploit.
It is the culmination of my fear that China, with the reclaimation of Hong Kong, would come into money and want to expand it's horizons to get more.
Technically, the international community should work towards making sure China operates within their traditional borders, lest they become Akin to Prussia at the turn of the century. Unfortunately, everybody appreciates China's economic potential and are not likely to get strongly involved.
China is an economic power. They will do as they want. Theybalready ignore international copyrights. They will expand into the South China Sea despite the protestations of the Philippines and now Vietnam.
They may want to annex Taiwan an some point. They have no qualms about Japanese fishing territories, so they may have no qualm about trying to go after Japan (every Asian nation has a dislike for Japan's actions 60-70 years ago anyway)
Just keep ignoring China and appeasing them. That's what will happen.
It works very well.
