Putin's Rejection of the West, in Writing
33 APR 4, 2014 11:32 AM EDT
By Leonid Bershidsky
What kind of country is Vladimir Putin's Russia? The third year of his third presidential term has offered plenty of clues: the Crimea invasion, the shuttering of uncensored media outlets, prison terms for protesters. Now, Putin is planning to put the intellectual and ideological foundations of the new regime into words.

A document called "Foundations of the State Cultural Policy" has been under development since 2012. A special working group under Putin's chief of staff Sergei Ivanov will soon roll it out for a month of "public debate" before Putin gets to sign it. Quotes from the culture ministry's draft, presumably the basis for the final one, have leaked out.

"Russia must be viewed as a unique and original civilization that cannot be reduced to 'East' or 'West,'" reads the document, signed by Deputy Culture Minister Vladimir Aristarkhov. "A concise way of formulating this stand would be, 'Russia is not Europe,' and that is confirmed by the entire history of the country and the people."

Russia's non-European path should be marked by "the rejection of such principles as multiculturalism and tolerance," according to the draft. "No references to 'creative freedom' and 'national originality' can justify behavior considered unacceptable from the point of view of Russia's traditional value system." That, the document stresses, is not an infringement on basic freedoms but merely the withdrawal of government support from "projects imposing alien values on society."

The draft goes on to explain that certain forms of modern art and liberal Western values in general are unacceptable and harmful to society's moral health.

Although Putin has mentioned Russia's "civilizational differences" with the West in his speeches, Russia has never asserted, in so many words, that its ideology is based on the rejection of the European path and of universal values such as democratic development and tolerance toward different cultures. If "Foundations of the State Cultural Policy" is adopted in the form proposed by the culture ministry, isolationism and, yes, intolerance of anything "alien" will be enshrined on an official level.

I read an interesting explanation of the anti-Western backlash in a column by pro-Kremlin political commentator Dmitri Yuriev. For a quarter of a century, he wrote, Russia sought rapprochement with the West and strove to be a member of the club. "A policy of entering the world community, joining the 'normal world' was approved by default," Yuriev recalled. "That 'normal world' was friendly, peaceful, democratic. It awaited Russia with gratitude for getting rid of the threat of Communist expansion and a world war." In fact, however, Russia "came up against increasingly vicious, cynical and uncompromising contempt for the interests of Russia."

Yuriev's description of Russia's seduction and rejection by the West, which it sought to befriend after the Soviet Union fell apart, lies at the core of what Putin, and his culture ministry, bill as a return to traditional values. In the view of official ideologues, the West held up the bright wrappers of its hypocritical values to coax Russia into submission, and it very nearly succeeded. Having gained nothing on that path, Russia must cleanse itself of the remnants of its romance with liberalism and tolerance.

In fact, after Moscow's Crimean adventure, the West seems out to prove this point of view correct. By talking of "containing" Russia and breaking off all kinds of cooperation, from trade and visa liberation talks to Group of Eight meetings to joint programs with the National Aeronautics and Space Administration, Western governments cast themselves in the role of wolves shedding their sheep's clothing. A tough stance on Russia's aggression against Ukraine should not translate into enmity and spite, if only because the seduction tactic worked for more than 20 years and it still works better now. Putin's regime will not last forever, but the disenchantment with liberal values as an enemy's political tool may well outlast him.

Multiculturalism and tolerance have failed.
After watching certain groups take over countries and not assimilate I can understand this to a small extent.

no matter how fucked up america is, how badly i feel it is falling apart, or how eminent our doom has become.

we are somehow still the prettiest Denny's waitress year after year. sure it's nothing to brag about, but man is our competition hideously ugly.
so what country is weak enough that they can fuck with now?

This is starting to escalate and bad for everyone. A little unnerving how previous wars have started over little tit for tat stuff.

One that will have more flexibility after his re-election, of course!

I'm surprised that we allowed a fast moving aircraft get that close to our ship. At this point, I think our government would say the Russian jet flew 1,000 yards away from the ship at 500 feet up when the jet is probably parked at an airstrip 1,000 miles away in Western Russia.

Of course, the bleeding hearts are going to cry because Ukraine needs freedom and the right wingnut are going to call Obama a pussy.

Finally, I see how our government acts like it is the only fucking shit going on and will provoke, lie and fight wars for its ideology, money.
obama and his neo-cons have been hard at work trying to rip apart eastern soviet block countries and put them into crushing, greek like debt and putin has had enough of it.

i think that shit is getting pretty heavy over in the ukraine right now. yesterday i heard some SU-27's were seen flying around and attacking the airport.

the recently ousted, democratically elected PM of the ukraine, refused to implement the heavy austerity measures the IMF and world bank were demanding so obama had the CIA go over and start a astro turf revolution that got all the idiots in America cheering for more debt slaves to be created.

and putin isn't standing down. good for him!

When do you want to stand up to them. Now or later when they're more powerful? Or do you want to enter another 50 years of cold war. That'll be cheap and win us friends.
just like with any potential intervention....stand your ground and if the aggressor goes too far you can act.

personally i would rather see the UN/NATO/EU take bigger actions than us, since this hits closer to home for them and we are already stretched too fucking thin.

we need another war right now like I need a new asshole on my elbow.
The UN is so inept its incredible. Their peacekeepers in Africa have been covering up killings in Sudan to make themselves look like they are doing their jobs. Actually they are letting Omar al-Bashir kill whomever he wants with no repercussions.

The EU and NATO are so reliant on Russian energy that they are incapable acting without causing a spike in energy prices. The Ukraine is currently getting massive price hikes from Russia on natural gas.

The only country that can act is the US and I agree that we don't need this.

I don't think they could be more powerful when destroying the US and the world is well within their ability.

I think this is just a distraction from the worlds real problems which are economic. Of course, most wars start due to poor economic conditions.

I lived in Ukraine for 2 years. I knew a little about the problem between Russian speakers and Ukrainian speakers. Essentially, it was a very brotherly country. If anybody needs to be put in check, then it's America for spending $5 billion to overthrow a democratically elected government.

I'm not sure you understand who the aggressor is in all of this.

To answer your question, if I were President of this country I would tell Putin to take all the provinces that speak Russian and the rest will be Ukraine. They can join the EU in 50 years when they get their shit together. I know people on both sides of this bullshit and both think they'd be better off with the promises being made by the EU/USA and Russia. The bottom line is, nobody gives a fuck about Ukraine as a whole and trust me when I say this, Europe won't open their doors to people they consider corrupt and vulgar. Think of Mexico time a million.

America will promise support to fuck with Putin, but in the end it won't amount to dogshit.

Ukraine is in a pickle economically too. Both sides are using them as a pawn in a tug of war financial game. The IMF gave them bailouts, the US gave them bailouts, they still owe the Russians money too.

And none of these fuckers forget the debts they feel they are owed back.

So whoever controls the country, dominates the region, the other sides try to jack the pressure up against them and use Ukraine as the rope to do it with.

We pumped billions into the region to destabilize it, to make it more pro western, the IMF just bailed them out now that they bumped out their old government, but Russia is pissed that the regions influence they had is now lost and they are out money they would have obtained from that pipeline.

That will now be paid to the west.

So they jack the rates against Europe, against the EU, against the IMF.....as a way to recoup what they feel are now their long term loses.

Ugly game everyone has going on.

Had it not worked out this way, if Russia invades and takes it back over, the US has already threatened sanctions against the Russian fuel flowing through Ukraine as a way to regain their losses and punish their opposition.

Hhahah....you lived in Ukraine?

Too fucking cool. Now I understand why you have such a hot wife.

You brought her back from there didn't you? You dirty dog you. And as normal what you are saying is so spot on.
Yea, I did live there and married a good woman.

I've lost friends because they think I married a communist. I had no idea my friends were so fucking stupid. The more shit they gave me, the more I realized that America is almost more fucked up than Ukraine.

Before the promises of milk and honey, Ukraine was a very brotherly place. Hard winters, hot summers, terrible living conditions, but the people respected each other for the struggles they endure daily. When a Ukrainian calls you a friend, it isn't something from the shallow end of the pool. They hug and kiss you.

It was one of the biggest experiences of my life. I sit here dismayed at our government and its actions against people who have nothing and would give you the shirt off their backs.

Ukraine has beautiful women everywhere. Maybe that is why we need to conquer them. We got a shit ton of ugly going on in this country.

A little economic lesson for you about Ukraine. Eastern Ukraine creates about 90% of the total gdp. As you know, natural gas has been found there and much of it probably lies in the Eastern part of the country. You can bet Putin is laughing at that one. Our government basically funded a bunch of poor useless fucks from Western Ukraine that produce nothing for the country.

oh you lucky sob...

the ladies from there are some of the most gorgeous in the entire world. when this fiasco began i started watching videos on the region, on the protests, on what became a revolution, and learned that this is where most of the hot mail order brides come from.

and from my very limited understanding of this region, I am glad to see that I am on the same page as you are about this. Seeing as how you know far more about the region than I ever will.

funding poor useless fucks is the same thing they do here, why should it be any different there?

Jews now get to register themselves and their possessions, or risk asset forfeiture and deportation. I bet none of you saw that one coming.

Most of Europe hates Jews.

When Black Panthers stand outside polling places trying to intimidate voters, does that make all blacks racist?
