I guess I have to add meter faggots to the list of those that need killing to stay honest...

so the meter made, made shit up, stop, posed for the camera, showed his badge and gave his name? I find that unlikely. He is using a handheld device and in the comments of the ticket it says photo taken, soooo, the meter maid seems to have proof. The camera picked up late, we don't have enough information to complain. Can you put a quarter in for 5 minutes after you see a ticket coming? how long did it take him to write the ticket, even with a handheld?

according to the guy who video'd it.

I was going to lunch with my girlfriend. The parking meters are limited to ONE hour, and she paid the dollar fee with her credit card. There is evidence of this payment on her account, though it wasn't posted until three hours later.

As we were coming back from eating, we caught this officer lurking around my car. I didn't start filming immediately, because it was possible that we may have somehow gone over the hour limit. Upon reaching the car, we realized there was still six minutes left on the meter, and I started arguing with the officer. All he said in reply was "too late." At that point, I started filming in attempt to save my ass.

** NO COINS WERE DROPPED IN THE METER BEFORE FILMING. **

Had I actually had an expired meter, I would have accepted it and paid the ticket. I'm not trying to fool anybody or get out of paying a parking ticket; I'm exposing a corrupt system for what it is. I didn't break any laws, and I find the officer's act ridiculous.

The officer's name is Luisito Calaguing. His badge number is 4029. This took place in Hollywood, on Argyle just north of Sunset. We ate at the Waffle, and it was delicious. I recommend getting the chili.

*** Update 9/17/12 8AM: After calling the Parking Violations Bureau this morning and explaining my end of the confrontation and the existence of this video, I was told that the ticket wasn't entered into the system yet, though I could still make a payment. I would be able to dispute it once given a review date.

*** Update 9/17/12 7PM: We have tested other meters with the same stickers ($1 and 25¢ accepted) posted. They actually DO accept smaller coins, but none were used in the meter in this video.

I had a similar impression and agree with you completely except:

Any cop.......and I mean any cop.......who still writes someone a ticket when the owner comes running out (with or without the meter having just expired) and puts more money into it should sort of be exempted from getting a ticket.

The cops job is to write people a ticket for being parked at an expired meter (while not being there). If someone remedies the problem then it should clearly be ignored.

Anything shy of that is just chicken shit garbage IMO and lacks officer discretion. It also reeks of a city so petty and desperate for money they should be condemned for the profiteering whores that they are.

Um, I would say, that if it's expired, it's expired. Your standing there and don't pay until a cop shows up? that's even worse. It sucks, but accommodate accordingly.

So if I'm physically parking my car, at an expired meter, then that also warrants a ticket?

Apparently so according to what you are saying.

People aren't change machines.......sometimes they have to go acquire change someplace, or it takes a few seconds for them to load/reload a meter. As long as it is loaded in a timely fashion, before the cop leaves the area, it shouldn't mater.

This shouldn't be something where a cop sees an expired meter and that just guarantees you a ticket. Without some discretion, like some simplistic grace period, this is why people have learned to hate against police officers.
This leads into stupid shit like this too........

http://www.katu.com/news/83767132.html

You can't even put money into another persons parking meter.

It illustrates that this is about revenue generation, from tickets, and not about anything else.

The cops job is not to play Robin Hood........it's to be a cop.

Meter Maids != cops. And yes theyre whole job is to create revenue, thats why you have to pay to park in the first place.

They are considered officers.......they are also state officials (not private).

And if they didn't have the ability, like other police officers, to punish me for unpaid tickets I wouldn't care.

I also wouldn't feel so obliged to pay them jack shit either.

That's such an exaggeration of what I said, it's ricockulous. If your parking, the cop can see it and won't write you the ticket.

I understand what your saying, but what I'm saying is, so if you park within viewing distance of your car, you shouldn't have to pay for parking, because you can see the officer write a ticket and you can run out and say, oh, I was just getting change in the restaurant or store, or inside at the apartment or wherever. I think most people carry change on them when they go into the city anyways. And fuck, today, a lot of the time they allow or even, only accept credit cards. At least in Chicago, I've paid with card for the last year or so.

Maybe you or I wouldn't, but people will. All I'm saying is while some common sense and common courtesy would be nice, he can't trust everyone's bullshit story. Just because someone said it, doesn't make it true. And just because someone posts a vid showing 5 minutes left, doesn't mean there was at the time the officer started writing the ticket. The word of the person is no better than the word of the officer that said there was no time left when writing the ticket. He said vs he said.

What if they didn't see it, weren't paying attention to what that person was doing, or they had to run into the nearest store, buy something, in order to acquire the exact change to be parked there?.........

My point being is that there a trillion scenarios that could play out with this (some simultaneously). Why not just be less of a cock sucker to everyone and grant them, sitting near their car, as you are about to write them a ticket, some type of small grace period or common courtesy?

It's like tow truck drivers who tow a car with the owner still being clung to the hood. It's insanity IMO.

And sometimes shit happens and you don't have enough change (despite thinking that you did). I think it boils down to what our priorities are.

Are our priorities to give people super expensive tickets for not having just a couple nickles?........or are our priorities to collect public money for parking, be it a few nickles, or a ticket? I honestly think the lack of civility we demonstrate for meter-maids and civilians who are trying to just go about their daily business is the real issue here. And shit like this only makes it worse and fuels the animosity one side has for the other.

Which is why we need a society where as many sides of the story can be told as possible. Where we should encourage cops to be filmed and where cops should want to be filmed. Anything shy of that, like these attempts to ban recording public officials, is an absolute travesty in my eyes.

This specific enforcement officer did a great job of that.

If we allow only one side of the story to be told it is a judicial travesty (much like this video is, since we don't know what the ticket issuer had to say). Cops are people just like everyone else, with their own desires, priorities, and beliefs.........to hold them above, or below, that basic standard because of gross generalizations is unacceptable to me.

Ultimately, the courts can decide this one.

Here in LA people will look at you oddly if you try to get out of a parking ticket. You have a better chance asking for divine intervention. They're relentless little fuckers who were hired in droves during the recession. There's an army of thousands of these maids and now they have to fill the coffers to make their salary.

i got a ticket last year at 1:31 pm and my meter expired at 1:31 pm. I got to my car at 1:33 pm so I know there is no possible way I got that ticket without the officer writing it early. Takes a few minutes to write that ticket out. Writing a ticket out early is like charging someone with a crime before he commits it.

That has been my exact experience as well in LA.

That place is insane. They manufacture tickets for just about anything. And it really is primarily because the city is bankrupt and demands for them to do this. They can't afford the endless minions they hired, can't extort any new tax money, so they will try to steal it from you another way.
meter maids can be shitheads everywhere, they do it here too.

wouldn't matter if they were public or private, they would screw you. how many private businesses nickle and dime you with bullshit fees and what not to fuck you for that extra loot. it's the same across the board, it's just the human condition both public and private entities.

The mere fact that we gave anyone this type of leverage to pull money out of us is insane........

And I agree. Toll roads are another rape fest.......sure they are well kept and gorgeous.....but it pisses me off to pay $4 to drive two miles when I know how much fucking tax money I have already paid out (that was supposed to go to roads).

It was apparently plenty shovel ready for bulldozers at the dump when they got done smashing hundreds of millions of dollars of tax payer funded acrylic tubes.

You have noticed that shit like this only happens on the local level.

Corporate media, that acts in collusion with government interests, is what syndicated news is all about.

People like this Ben Swann, one of the few truthful reporters, clearly have no chance in those waters.

Yeah, I doubt his career will go anywhere now.

However, he might be able to get his own show on the award winning "Current TV" run by e-Gore. I heard another stellar journalist was recently shit canned, so a slot should open up.
