The way PBUCON works is the repository attempts to connect to the server that is in the registered server list. If the server is not configured properly (or streaming) then the connection fails triggering that response, and log entry).
The only way to fix this is to un-register your server.
At this time there is no "automated" way to do this simply because the information given when registered only requires the information to activate the stream. . . meaning. . . that ANYONE could un-register your server at any time.

If you wish to participate in TWL matches, you will have to register your server AGAIN, and verify it is streaming before your server is a valid TWL match server.
