CDC Error 1931

I downloaded latest version of CDC and I get this message when I try to install it.
Error 1931. The Windows Installer service cannot update the system file C:/WINDOWS/System32/mfc.dll because the file is protected by Windows. You may need to update your operating system for this program to work correctly. Any suggestions help?

I have the same problem.
This is the description of it:
I have AAO 2.6 update
Windows XP Professional SP1
I have updated CDC to newes version (.41 I think) and it didn't wanted to start AA and take me to the match.
I got some suggestions to move some files in AA/System folder, but noone knew why and what document needed to be moved. I uninstalled CDC, downloaded new version and deleted CDC folder.
On start of the download I get msg:
Error 1931 C:/windows/system32/mfc42.dll can not be modified. You might need newer operating system????!??!?!!?
same got for file WININET.DLL.
That is it. What can I do to make it work???

Nemam pojma kako to rijesiti. Ja sam jedno 5 puta to probao i proslo je jednom sad evo radi sve uredu. Probaj vise puta. Ne znam nista bolje. Svi simptomi su isti ko kod tebe.
