Server location (admin)

can a server located Outside of USA ( like a European server ) be allowed in tourney? i know on rules it says it must be on north america but was wondering if there was any exceptions to play on a server outside of usa. Thanks in advance. And I apoligize if this was discussed before.

If both teams agree, the server can be located elsewhere. If a North American team is playing an International team, it is recommended that the match be split up between the 2 locations... making it more fair for both teams.
