Check the official forums, the dev team clearly explains why they chose the speeds they did. With guidance from real SWAT, the fact of the matter is that SWAT does not sprint. Ever. SWAT teaches all about tactical, quiet movement. The stairs speed is deliberately at its current speed because that is how a SWAT officer is trained to ascend stairs. If any of you own any type of gun, trying going up stairs fast and aiming the gun with little or no bob. I'm glad to see a game studio finally ignoring the arcade-ish aspect of shooters and going for intense realism. The only issue that needs to be fixed in this game is how a flashbang flashes you even if you look away or are around some corners.

To the people that say SWAT never run:
It's ridiculas that if someone is taking shots at me and I don't have sufficent cover, that I can't sprint 10 feet to a piller. Screw aiming, I don't need to aim when I'm running for my life.

Exactly. SWAT never leaves a man behind, and every member always has some sort of teammate cover of some sort. I can give a video which at first glance doesn't seem to be anything but SWAT standing in a group and moving to a subject they just terminated. However a SWAT officer outlined the steps they followed only in just walking that few feet. This game encourages group/tactical movement on purpose.
