Are there any rules on having a minimum tick rate for a match server?

No there are not.

But, if I am wrong, the admins need to enforce the rule.

There are no rules on this. The reason we require server info to be posted 24hrs in advance is so that you may check the server out. Also there is no rule that the defender has to provide the server. When I challenged I always put my server info in as I knew it was a decent server. If the defender had one we could play on theirs but I always knew that if theirs was not good my info was in match comms therefore we could easily change to my server.
