it also depends on if you have your mouse properties in windows set to also be used in-game or not... i know my logitech i can have it do mouse accel and prolly the mouse sens in-game or not. i think a LOT of this has to do w/ games, b/c i've heard varying numbers, and numbers like 25 on my system, there's no way that the person i'm specing who says his is at 25 is as sensative as it is on my computer, or he'd be a LOT more jerky and he'd miss his aim and have to "come back" to his target often. so i think it varries with diff PC setups.
