The program will allow users with little or no image editing experience to create tactics for use in matches, practices, etc.

Very nice!
It can use some work on the interface-part but it looks promising.
Perhaps the possibility to add team-colors, teamnames, etc?
If u need help or anything let me know (I only code a bit of Java tho).

Team colors is possible to do. Team names will have to be entered manually, but I am working the feature of putting numbers in to represent each team member (as you can see from the one screenshot).

Sugest take a good look at ghost recon or rogue spear which is the same, where u have squad colors and stops and much more go codes etc....

KHuDa Clan uses something similar to that. I am adding new features for a new version [1.2]. Here is a screenshot.

This program allows everyone to connect to a persons computer acting as a server and see what objects (icons, lines, etc.) people are putting on the map in real time. There is also a chat at the bottom.
