IP never given, Loss not reported

{USC} Cpt. Canada, after accepting the match, never gave an IP to his server or said he didn't have one. It is now past the given match date and he has not replied to any of my inquiries about IPs or a suggestion of a change in match time. Is this his loss or mine?

There is no dispute function for the 1v1 Ladder.
