Can matchwatch/reverand detect cheaters on a server if they don't have the client side installed?

I was playing a clan the other day and one of my team members got accused of cheating (we had been losing, then once we flipped the map and we were on axis (the hunt) we evened the score and where actually up). Then one of their members accused one of ours using a wallhack and had the CI/Reverand/Missionary screenshots to prove it. Is this possible. None of us were running reverand client side, and I know the guy he accused of cheating pretty well, and since we don't tolerate cheating.... and abosolutely don't think he was. (Coincidentaly, right before this, and after we had started winning, they seemed to know exactly where we where... hmm..) Anyway, I just wanted to get some feedback.... so I can talk intelligently about how the anti-cheats work and tell somebody they are full of s&!t if need be...

Thanks
