It doesn't have to be perfect so glitches would of course be expected but IMO having the ladder active immediatly when the beta is released would be a good idea.
This would give a good way for teams to start analyzing teamwork aspects of the game thus helping to find any ballancing issues there. Also, there's nothing like serious competition to bring out bugs and exploits.
Doing this would allow for in depth team-oriented testing on an order that does not occur in pubs and not to such an extent in scrims.
This would, of course, probably require the ladder to be open for registration and teams forming before the release. If the beta just pops up it would be nice to be in a ready to jump situation so it can be up and going in a day or so.
Testing and ballancing are what the beta is for, this is one way to help achieve those goals.
