Anyone know how to give admin to someone on dedi

Anyone know how to give admin to someone on a dedicated server? i heard something about rcon... like set rcon password "name" or something like that, dont really know, also i need to know if you need to DL anything or you need to say like rcon password "name to become admin or something? IN order to have admin the config file for the serve must have a line that says

rconpassword "password"

ok thanx, but also is it called like config.exe or some special file name? what is it exactly and what folder? also what would the guy type in to get the admin? thanx.
