for 2vs2 tdm is double damage suppose to be on?

I think the rules go like this: DD is on, but if both teams want to have it off, and agree to it in match comms, you can play with it off.

You are correct, Double Damage is on for 2v2 but if both teams agree to turn it off during the match they may do so.
