I believe they are wrong cause shouldn't axis shottie be enabled?

no the dm flags are correct if the axis want the shotgun you have to pick the italian soldier.

Actually, we should enable german shotgun for 2v2 (because the nade gun is banned there). Glad you caught that and we should have an official announcement soon.

Yeah I wondered why the axis get the nade gun... But I figured since it was enabled in the twl cfgs that it was now allowed.

It is allowed in everything except 2v2
