When should a restart occur in a match

Im sure we are all aware of the CTF glitch where certain dead bodies have a flag above their head, partly buried in the ground. Clearly, this does not affcect the flag itself which will be dropped, its just a visual glitch that needs to be covered in an update. Is this grounds for restarting a half in a match?? Can one team call a match if this visual glitch occurs?

and no, that's not grounds for a restart. you can obviously tell that it's not the flag to be picked up, and it does not hinder gameplay.
